In 2008, wind turbines arrived in Iowa's Howard County; by 2024-25, 147 turbines generated $2.71 million in taxes and helped fund 30+ bridge projects and 20 miles of paving

When wind turbines first appeared across Howard County in northeastern Iowa in 2008, they became part of the rural landscape. Nearly two decades later, the towering structures have become something more than a source of renewable energy. For the county, wind power has also become a major source of public money, helping pay for bridges, roads, parks, conservation projects and local schools.A 2025 case study by the Centre for Rural Affairs found that Howard County had 147 wind turbines with a combined production capacity of 244 megawatts. In the 2024-25 tax year, the turbines generated $2.71 million in tax revenue, accounting for about 14.5% of the county’s overall revenue.The money has been particularly significant for a rural county with a relatively small and declining population. Howard County had 9,469 residents in 2020, down from 9,566 in 2010, even as Iowa’s overall population grew by about 5% during the same period. With limited population growth and a largely stagnant tax base, officials said the additional revenue from wind projects has helped the county maintain infrastructure without placing the same burden on residents.

From wind farms to bridges and roads

The first wind projects in Howard County were the Pioneer I and II developments, whose turbines were erected in 2008 and 2009. The projects installed 182 turbines, producing 178 MW of capacity, across the northwest corner of Howard County and the northeast corner of neighbouring Mitchell County.In 2019, Madison Gas and Electric added another 33 turbines, with 66 MW of capacity, around 12 miles west of Cresco, the Howard County seat. The Centre for Rural Affairs’ county-level tally puts the number of turbines within Howard County at 147.The county used a financing mechanism known as Tax Increment Financing, or TIF, to channel much of the wind-related tax revenue into infrastructure and other public projects. TIF essentially allows governments to use increases in property-tax revenue associated with new development to finance community improvements. In Howard County, the system was used to fund $21.5 million worth of special projects without an additional cost to local residents, according to the case study. The largest share went into roads and bridges.Wind-related TIF money funded 30 bridge replacements involving bridges longer than 20 feet, a portion of four bridge rehabilitations and two smaller bridge replacements. Together, bridge projects received about $6.5 million. Another $12 million went toward roads, including 20 miles of paving and eight miles of grading.The Iowa Legislature’s 2024-25 annual urban renewal report also shows that Howard County maintains a dedicated Wind Urban Renewal Area. The report says its purpose includes improvements to road shoulders, bridges, approaches, culverts and conservation projects in parks. It recorded $1.29 million in TIF revenue for the area during the fiscal year, with more than $1 million spent through the wind-farm TIF programme.

‘We would have been forced to close’ bridges

The impact is particularly visible in the county’s bridge network. Howard County Engineer Nick Rissman told researchers that without the wind-turbine funding, officials would have faced difficult choices over which bridges to maintain.The additional money allowed the county to double the number of bridge projects it completed between 2010 and 2020 compared with the previous decade, according to the case study. More than 30 bridge projects were fully paid for through the wind-related funding without increasing taxes on residents.The benefit also extended beyond individual projects. About $1.5 million went toward equipment, including portions of the cost of six motor graders, a tractor with a mower and a dump truck.Rissman described the effect as a “snowball” process. By completing road projects earlier and purchasing equipment, the county could take on additional work instead of allowing roads to deteriorate until they required more expensive repairs.

Parks, conservation and schools also benefit

The wind revenue did not stop at transportation infrastructure. The county allocated another $1.5 million to recreation and conservation projects. These included renovations at local parks, improvements at a nature centre, dam repairs, watershed projects and fishing habitat.Lake Hendricks Park, for example, received funding for fishing structures, watershed improvements and road paving. Money also went toward renovations at Florenceville Park, Lylah’s Marsh Park, Vernon Springs Park and Lidtke Park, as well as improvements at the Bonair shooting range. The Prairie Springs and Wapsi Great Western Line recreational trails also received funding for repaving.Local schools have benefited as well. Wind projects provided an additional $228,071 annually to the Riceville Community School District and Howard-Winneshiek Community School District. The money can support school grounds and buildings, equipment and technology, transportation and other expenses.The wind development also contributes to the taxable property base of the school districts. The case study noted that Riceville’s school district had the third-lowest total general tax rate among Iowa’s 334 school districts, partly because of the high taxable valuation created by wind turbines.

Farmers get another source of income

The financial impact is not limited to government coffers. Farmers who host turbines receive payments through land-lease agreements with wind-energy developers. Several Howard County landowners interviewed for the study said the additional income had helped them reinvest in their farms, including purchasing machinery, building sheds and improving their properties.The experience has not been without challenges. County officials said wind developers must take responsibility for damage caused to local roads during construction, while farmers stressed the importance of carefully negotiated lease agreements.Still, Howard County’s experience offers a striking example of how a renewable-energy project can have effects far beyond electricity generation. The turbines standing in Iowa’s fields are producing power, but their financial footprint can be seen elsewhere too: in newly paved roads, repaired bridges, upgraded parks, better-equipped schools and farm operations receiving another stream of income. For a rural county facing a limited tax base and little population growth, the wind has effectively become a source of infrastructure funding.
