According to the Cook County Sheriff’s Office, investigators say Philip Carter, 30, purchased high-end fragrances online, removed the original bottles, replaced them with modeling clay or previously used perfume bottles, carefully resealed the packaging and returned the products for refunds. During a search of his apartment as part of “Operation Eau de Fraud,” investigators seized 714 fragrance bottles with an estimated retail value of $250,000, along with packaging materials, modeling clay and tools they believe were used in the alleged operation.

‘Operation Eau de Fraud’ uncovered the alleged return scam

The investigation began in March 2026 after luxury retailer Nordstrom alerted the Cook County Sheriff’s Office’s Organized Retail Crime Unit to suspicious perfume returns. Employees reportedly discovered that several fragrance boxes returned as unopened had been tampered with and contained modeling clay or previously used perfume bottles instead of the original products. Detectives launched an investigation to determine whether the unusual returns were part of a larger organised retail fraud operation. The investigation was later named “Operation Eau de Fraud,” a play on the French perfume term eau de parfum.
